Request for Supplier Qualifications (RFSQ) – For Health Economics Program Resource Support

The Partnership requires the provision of services that fall within the categories of providing content-specific expertise on health economics with a view to advancing pan-Canadian initiatives in economic evaluation, health system sustainability, and efficiency. The purpose of engaging in an RFSQ with potential Proponents is to minimize submission requirements for prequalified Proponents when a need arises, so that the Proponent can respond as quickly as possible and the Partnership can expedite the contract process accordingly.

As a result of this process, the Partnership will authorize Supply Arrangements (SAs). These SAs do not constitute an agreement/contract. An agreement will be created when the Partnership engages in a second phase with the prequalified Proponents, and a Proponent is selected as being successful. When a need arises for work specified in this RFSQ, the second phase will begin. The scope of each request and deadline for completion will be mutually agreed upon in advance by both the Partnership and the successful Proponent(s).

The Partnership is looking to enter into SAs with qualified Proponents to provide services on an as-needed basis based on project resourcing requirements as they arise, until April 27 2019, less a day, with an option to extend and/or renew for two (2) additional, two (2) year terms at the Partnership’s discretion. The range of services potentially required during this period could include:

  1. Providing strategic and timely advice and expert counsel to the Executive Director, Strategy, Program Manager, Health Economics, and Expert Lead, Health Economics to support the planning, analysis and implementation of work related to health economics and other portfolio-specific initiatives, as requested.
  2. Collaborating with the program team to conduct economic analysis and support initiatives pertaining to health system sustainability and efficiency.
  3. Supporting the cross-cutting functionality of embedding a health economic lens across the organization by working with program areas to understand the application of health economics in the context of their work.
  4. Assisting key partners with the use of the OncoSim microsimulation model to support evidence-based decision-making in cancer control.
  5. Assisting the Executive Director, Strategy, Program Manager, Health Economics, and the program team as necessary.
